Sri Lanka Customs has introduced new UPB cargo handling regulations. These updated rules are now in effect and must be followed strictly.
1. Approved Items – Important Restrictions
- Items such as used mattresses, used beds, damaged furniture, used refrigerators, AC units, and other unusable household items are strictly prohibited.
- Medical equipment and medical accessories cannot be imported under the UPB category. These fall under separate customs regulations and require prior approval.

2. Requirements by Sri Lanka Customs When Handing Over Cargo
As instructed by the Director General – Customs, the following procedure must be strictly implemented when handing over goods:
Shipping Declaration & Packing Declaration
The Packing Declaration Form (in duplicate) must be completed and submitted together with your goods.
- Copy 1: Place inside Box No. 1.
- Copy 2: Attach to the Shipping Declaration.
ONE Shipping Declaration Form per RECEIVER,
